Okay, on my main, lvl 81 warrior, I have two items - one for a mount and one for a pet - in his bank. They're both soulbound and he already knows both of them. So they're just sitting there being useless. I want to transfer them to one of the other characters on my account so that they can be of some use. I submitted an in game GM ticket about this.
Sat in queue for 3 hours, and instead of a tell of any kind of direct answer, I got an in game mail response that didn't arrive until well after I noticed that the open ticket window had vanished and opened a second one. And the mail was clearly a pre-written 'There's no way to send soulbound items. You can not transfer soulbound items to another character, period. It doesn't work that way, once they are learned by a character they can be deleted.

The purpose of a soulbound item, Revbem, is that it is intended to be usable only by the character that acquired it. If you were permitted to transfer the item to another character you would be able to do it yourself. If you cannot otherwise facilitate this transfer yourself, Reybem, our In-Game Support staff would not be able to do it for you, I'm sorry. It's the whole reason the ability to trade dungeon loot between group members was added cause the number of tickets on accidental loots was absurd.
If it can't be done anymore that's fine, but let me be clear, my problem is not that the answer was no, my problem is the fact that the GM couldn't take the 10 seconds to send that answer in a tell and instead sent an in game mail with a pre-written answer. But while we're on the subject of the purpose of soulbound items, non faction or achievement reward pets and mounts, should really be BoA.

No, Revbem, it does not represent a shift in policy. There is a significant difference between transferring an item that was received by one qualifying member of a group and give it to another qualifying member of the group and transferring an item, such as the from one of your characters to another of your characters. My problem is not that the answer was no, my problem is the fact that the GM couldn't take the 10 seconds to send that answer in a tell and instead sent an in game mail with a pre-written answer.
A personal in-game live response is not guaranteed, Revbem, though we would love to speak with each person it is not always possible. In these cases an in-game response or e-mail may be sent. I very much doubt any response our In-game Support staff could have provided would have been limited to 10 seconds, a proper response would have taken longer and it seems that you would have argued the same points you have argued here.:) If you would like to provide feedback regarding the response you received from the Game Master though the appropriate point of contact would be to write to [email protected]. A Game Master is unable to transfer soulbound items to your other characters. If you don't want the item, sell it.

You are talking about two DIFFERENT things. Gms DID sometimes help, when ACCIDENTAL misslooting happened with groups. So as you say, they put in the ability to pass loot with group members (with a timer) to take that 'customer service required' component out of that. It was NEVER done for soulbound items, from one character of a player's to another, which were not gained by a group on the same run (nor to a friend of his, nor a third cousin, nor some guy in his guild or that he grouped with once.) That already is a functionality, within certain situations. Personal loot cannot be transferred even within the same party. Items that drop and are eligible to be rolled on by the party can usually be traded within 2 hours of played time to any other qualifying member in the group/raid. Beyond that, you'll want to submit any suggestions you have in-game or by posting in a relevant forum like Dungeons, Raids and Scenario.
